The UP Asian Center, in partnership with UP CIFAL Philippines, UP Population Institute, Quezon City Public Employment Service Office, and the National Commission of Senior Citizens, will be hosting the public forum, “Migration, Ageing, and the Future of Care” on 25 October 2023, 1:00 PM to 4:15 PM, PST (GMT+8), at the Lecture Hall 1, School of Statistics New Building, University of the Philippines, Diliman. The event is free and open to the public.
ABOUT THE EVENT
Many high-income countries depend on migrant workers to meet the demand for care work of their rapidly increasing older persons population. Meanwhile, low- to middle-income countries deploy migrant workers, especially those in the health and care work sectors, as a band-aid solution to the lack of employment opportunities, low wages, and increasing inflation.
Migration and ageing have a complex relationship that will shape the future of care. There are numerous issues surrounding migration and the older population. On one hand, Filipino migrant workers supply care work in many high-income countries. However, they return old and frail without ample social protection such as health insurance, pension, and other welfare assistance. Whereas, there are older persons who are parents of Overseas Filipino Workers (OFWs). These older parents provide care for the OFWs’ children left behind.
With this complexity, UP-CIFAL Philippines, in partnership with UP Population Institute, UP Asian Center, Quezon City Public Employment Service Office (QC PESO), and the National Commission of Senior Citizens (NCSC), intends to conduct Migration, Ageing, and the Future of Care, a forum in support of amplifying the discourse and call for a United Nations convention specific to the rights of older persons. Furthermore, the forum will explore cases of retired, returning, and reintegrating older Overseas Filipino Workers, and prospects and narratives of older persons caring for children of migrants in line with SDG 10: Reduced inequalities, SDG 3: Good Health and Well-being, and SDG 8: Decent Work and Economic Growth.
At the end of the forum, the participants should be able to: • Explore the complex relationship of migration and ageing, not only with regards to the ageing population of migrants but also the older family members left behind; • Determine the social protection measures and economic safety nets necessary for retired, returning, and reintegrating older migrants; and • Examine the impacts of migration and the burden of responsibility on older persons providing care for children left behind.
