The UP Asian Center is holding “The Philippines and East Asia: Strengthening Ties,” a public forum on 13 November 2018, 9:00 am–10:30 am; 11:00 AM – 12:30 PM; and from 1:00 PM–3:00 PM at the UP Asian Center, Quezon City. The event is free and open to the public. Walk-ins are welcome, but interested participants are encouraged to sign up.
Philippines-China Exchanges and Developments [9:00 AM – 10:30 AM]
This presentation will discuss attempts at maintaining 20th-century, unipolar, and Western-dominated financialized global economic and geopolitical relations, with the Arbitration Case Fiasco; China’s BRICS project leading to BRI, the aim of a multipolar world based on economic prosperity for all—“Tianxia” Philosophy; the logic of the Belt and Road Initiative: Development and Win-Win, Mutual Benefits for all under the vision of “Community of Shared Future or Destiny;” the AIIB, the RCEP and other necessary institutional arrangement to attain the Community of Shared or Common Destiny; the Philippines as the greatest beneficiary of BRI and the Community of Shared Destiny; and the Philippines as Fulcrum for Peace in the World.
Herman Tiu Laurel founded the think tank Philippine-BRICS Strategic Studies group, a registered non-profit organization dedicated to promoting Global Multi-Polarity and Philippine Leadership in Global Peace and Prosperity advocacy. He is a columnist for Malaya, Today, Journal, People Journal, Manila Times, Manila Daily Tribune, and former PH-UN Administrator of the Philippine Refugee Processing Center.

KOICA’s Strong Partnership with the Philippines [11:00 AM – 12:30 PM]
In this presentation, Ms. Maria Regina Arquiza will give an overview of KOICA in the Philippines. She will introduce aid schemes of KOICA in the Philippines, specifically big development projects, the KOV programs and partnerships with local NGOs, training and scholarship programs for Filipinos.
Ms. Maria Regina Arquiza is a Program Officer at the Korea International Cooperation Agency (KOICA).
This lecture will be moderated by Dr. Michelle Palumbarit of the UP Asian Center.
Infrastructure Projects in Metro Manila and Training Programs of the Japan International Cooperation Agency (JICA) [1:30 PM–3:00 PM]
The presentation will introduce the Japan International Cooperation Agency (JICA)’s mandate as an implementer of the Japanese Government’s Official Development Assistance (ODA). It discusses the framework of Japan’s ODA as it relates to JICA’s global operations as well as its portfolio in the Philippines. It will provide a glimpse of JICA’s roles and contributions in various areas of Philippine development and will extensively discuss its past and current assistance, with particular focus on the transportation sector.
This lecture will be moderated by Dr. Gonzalo Campoamor (College of Arts and Letters) and Dr. Jocelyn Celero of the UP Asian Center.
*No lunch will be served in between the lectures.
